Town of Henniker, New Hampshire Conservation Commission 2004 Minutes Henniker Conservation Commission Minutes of Meeting March 17, 2004 (Approved April 7, 2004) Henniker Grange Hall Members Present: Mark Mitch, Martha Sunderland, Holly Green Guests: Margaret Watkins, Piscataquog Watershed Association Meeting opened, 7:10pm 1) Margaret Watkins spoke about the goals of the Piscataquog Watershed Association and showed us a composite map they have of the watershed. They would like to expand the map to include the entire area of those towns, like Henniker, which are only partially in the watershed. They were asking for $300 from Henniker to finish the map. Mark and Martha felt we already had this information mapped and that it would be a duplication of our efforts to pay for this. 2) We celebrated the LUCT warrant passage (with pastry) and agreed to continue meeting with area land trusts to learn more about what they are interested in. We will schedule 5Rivers Land Trust next. It was also noted that, in light of this warrant, it is even more critical that we complete the conservation plan in a timely fashion. 3) Martha will send an email out to members who were not present and put together a new list of members for submission to the town. We will make some terms one year and some two-year in order to keep terms staggered. 4) The commission members present reviewed and support the proposed changes to the Bear Pond Watershed Management rules. A small portion of this watershed is located in Henniker. 5) Mail Reviewed: a. Members present reviewed the schedule for the “Saving Special Places” conference and agreed that it looks very interesting. We will do a group registration of all those members interested. b. A letter from EPA advised of new stormwater discharge requirements for projects impacting over 1 acre. We will check with the Planning Board to make sure that the Hilltop subdivision is in compliance. 6) There was a brief discussion of the conservation plan and how to proceed. All present agreed that we need to have more members present when we make decisions about what to include. Martha will put together materials necessary and a more specific plan for action for the next meeting. 7) Other Business: Mark mentioned that NEC is in the last stages of planning to host a Vernal Pool Workshop at NEC on May 14th. He also mentioned that NEC is reviewing several options to deal with their need for additional student housing. Meeting was adjourned at 8:50pm. Minutes submitted by Martha Sunderland DRAFT Minutes Henniker Conservation Commission Meeting April 7, 2004 Henniker Town Hall Members Present: Mark Mitch, Martha Sunderland, Holly Green, Roni Hardy, Denise Rico Guests: Marge Swope, Chris ___________ 5 Rivers Land Trust Meeting opened, 7:20pm 1) Minutes of the February 25th and March 17th meetings were approved 2) Chris __________ of the 5 Rivers Land Trust gave a bit of background information about the history and activities of the land trust. Marge Swope gave testimony about projects Concord has worked with the land trust on. This was followed by a lengthy question and answer session about the land trust and what role it plays in various types of projects. Members of the commission raised several possible types of projects in Henniker. 3) Members who are attending the Land Use conference on April 17th selected which workshops they wish to attend and Martha will mail in the registration and payment. 4) Discussion of the Conservation Plan was tabled until the April 21st meeting at which time it will be the focus of the meeting. Meeting adjourned at 9:20 p.m. HENNIKER CONSERVATION COMMISSION Minutes of Meeting October 20, 2004 7:00 p.m. Grange Hall Members Present: Martha Sunderland (Chair), Denise Rico, Mark Mitch, Holly Green, Kristin Claire, Bob Stamps and Dawn Nelson Also Present were: Chip Rice and daughter Andrea Freeman 1. Chip Rice to Discuss Land on Rush Road: Mr. Rice gave Commission members a brief overview of Lots 71 & 72 which is about 340 acres. He indicated the property has been logged 2-3 times and indicated if he decided to put the property in an easement he would like there to be a provision that there would be three building lots for his children. Chairperson Martha Sunderland gave Mr. Rice a publication “Conserving Your Land” which is distributed by the Forest Society. Chairperson Sunderland suggested to Mr. Rice that he set up an easement with Land Trust (i.e. 5 Rivers or Piscataquog Watershed) for two reasons one being is that they will monitor the property once a year and two if one should go defunct, the Forest Society would be backup to take over if this should occur. Kristin Claire also suggested that TPL (Trust for Public Lands) may also be interested in helping with this project and that Mr. Rice should really look at what he would like to see accomplished with an easement. Chairperson Sunderland also indicated there may be money available in the current land use fund to help with surveying, monitoring, appraisal and deed preparation fees. Mr. Rice indicated that he would like a copy of these minutes when they become available. 2. Approval of Minutes of September 15, 2004 and October 6, 2004: Approved with noted revisions. 3. Mail: The Commission received the following items: - Notice of Intent to Cut 15.3 acres on Lot 728A on Mt. Hunger Road for a house clearing. - Complete Forestry Notification for the Bennett Property. - Notice of Intent to Cut 25 acres on Lot 649. - Notice of Intent to Cut 2 acres on Lot 625A - Notice of Intent to Cut 55 acres on Lot 645X. It was decided at this time by Commission members that letters should be sent on Lots 728A, 649 and 645X reminding permit holders of wetlands permits that may be needed. - Guide to Legislative Advocacy for Local Officials by NH Municipal Association - Watershed News distributed by The Piscataquog Watershed Association - Brochure for 2005 for Watershed Assistance Grants by the Department of Environmental Services - Brochure for 2005 Watershed Approach Pilot Program also distributed by the Department of Environmental Services - NH Association of Conservation Commissions 34th Annual Meeting - The Source Newsletter for Fall 2004 distributed by the New Hampshire Department of Environmental Services Drinking Water Source Protection Program 4. Ray Road Subdivision: Site walk scheduled for Oct 23 was cancelled. Chairperson Sunderland submitted memo to Planning Board with noted suggestions. 5. Set Date and Time to Move Files to Grange:. Set for October 23, 2004 from 9-11 am at the Grange. 6. Conservation Plan Changes: Holly to email Commission members with elaboration of goals, glossary and background of info. 7. Other Business: Holly gave Commission members an update on Petro Fiber permit and felt it should be handled at the state level. Denise to look into the air permit renewal for next meeting. Meeting adjourned 8:45 p.m HENNIKER CONSERVATION COMMISSION Minutes of Meeting December 1, 2004 7:00 p.m. Grange Hall Members Present: Martha Sunderland (Chair), Mark Mitch, Dawn Nelson, and Holly Green (at close of meeting) 1. Approval of Minutes 10/20, 11/3 and 11/18: tabled till next meeting. 2. Update on Barletta & Ray Road Developments – Barletta passed by Zoning Board with conditions. Updated on Ray Road tabled till next meeting when Kristin on hand. 3. Update on Petro Fiber: Kristin to update at next meeting. 4. Discuss updated changes to Conservation Plan: Tabled till next meeting when Holly available. 5. Other Business: Subdivision Plan submitted by Spencer Bennett for Map 1 – Lot 540-X2. Site visit offered by Planning Board on 12/4 and Board Hearing on 12/8. Subdivision Plan submitted by Stephen Bennett for Map 1 – Lot 723 for several lots. This also will go before Planning Board on 12/8. Martha to submit Conservation members concerns in the form of a memo to Laura Scott with regard to wetlands and setbacks. Review of Minutes: 10/20, 11/3, 11/18 and 12/1 approved with minor revision. 2. Mail: The Conservation Commission received the following: - Complete Forestry Notifications dated 12/2/04 for Tax Map/Lots: 1/649, 1/625-A1, 559 & 559-X. - Conservation Commission News - Fall 2004 - Notification of Beckett Conservation Easement for Lots 708-708B & 709 - Wetlands & Non Site Specific Permit 2004-01660, Lot No. 2/369A 3. Town Report Submission: Chairperson Martha Sunderland to draft something for Henniker Herald deadline of 1/10/05 for next meeting with Conservation Commissions accomplishments for year. 4. Update on Barletta & Ray Road Developments: Appeal public hearing going on this evening at Town Hall. Map for Ray Road has been corrected and approved conditionally. 5. Update on Petro Fiber: Chairperson Sunderland noted nothing to report at this time. 6. Other Business: The Town of Henniker’s Board of Selectmen to support Hopkinton in their efforts with regard to the Bio-Energy issue. Meeting adjourned 8:10 p.m.
